The so-called “lobbying” of the Lobbying Act refers to a lobbyist attempting to influence the lobbied, or its subordinate organizations, in regards to the formation, framing, adoption, altering, or abolishment of laws, policies, or resolutions. He or she expresses opinion either orally or in writing; either directly to the lobbied or to a designated person. The Control Yuan is the disciplinary organization for the president, vice president, legislators, or those designated by the Paragraph 1 of Article 2 of the Articles of Rules Governing the Retirement and Consolation Payment to Political Appointee who are guilty of violating the Lobbying Act.
